CRITICAL SUCCESS FACTORS FOR IMPLEMENTATION OF PUBLIC PRIVATE PARTNERSHIPS IN HEALTH PROJECTS AT THE MINISTRY OF HEALTH IN KENYA

Abstract

This study sought to find out the critical success factors for implementation of Public Private Partnerships in health projects at the Ministry of Health. The study specifically focused on the influence of project financing, and legal and regulatory framework on implementation of public private partnerships in health projects at the Ministry of Health in Kenya. The study was anchored on Stakeholders theory, and Institutional Theory. The study employed a descriptive survey design. The target population of the comprised of 154 employees. Primary data was collected through structured questionnaires. A pilot test involving 12 respondents was carried out to check for reliability and validity. A multiple linear regression model was adopted to test the significance of the study variables. Data analysis will be carried out using statistical package for social sciences version 21. The findings of the study were presented using charts, tables and figures. The findings of the study revealed that project financing, legal and regulatory framework positively and significantly influences implementation of public private partnerships in the ministry of health. The study recommends that the ministry of health should focus on financing projects since the practice leads to positive and significant influence implementation of PPP in health projects. The ministry of health can achieve by having flexible fund repayment schedules, timely allocation of funds for projects, timely disbursement of funds for projects, establishing channels for disbursing funds allocated for projects, having adequate sources of funds to finance health projects, and having diversified sources of funds for health projects. The study also recommends that the ministry of health should focus on enhancing adherence to legal and regulatory framework by having policies on PPP that stipulate PPP procurement guidelines, having sufficient legal resources to enhance respect for contract agreements, putting in place measures to ensure that the formulated policies are adhered to, having an aspect of inclusiveness in the formulation of policies that guides establishment of PPPs.
