INFLUENCE OF PROCUREMENT OPTIMIZATION ON PERFORMANCE OF METROPOLITAN COUNTIES IN KENYA

Abstract

Despite efforts to improve transparency, competition, and accountability through the implementation of the Public Procurement and Disposal Act (2015) and support from the World Bank, the Metropolitan Counties in Kenya continues to face challenges in the procurement process, leading to delays and increased costs in the delivery of goods and services to citizens. This study therefore sought to examine the influence of procurement optimization on performance of Metropolitan Counties in Kenya. Specifically, the study sought to assess the influence of order fulfillment on performance of Metropolitan Counties in Kenya, and to establish the influence of cost reduction on performance of Metropolitan Counties in Kenya. This study used descriptive research design to collect both qualitative and quantitative data. The target population for this study was 236 employees comprising of procurement officers, engineers, finance and public works. A sample of 142 employees was selected by use of Krejcie and Morgan formula. Therefore, the unit of analysis was four metropolitan counties while the unit of observation was employees in various department. Questionnaire was selected in gathering information to be used in the study. Questionnaires were administered individually by the researcher to all the respondents of the study. Quantitative data collected was analyzed using descriptive statistics techniques such as means, standard deviation, frequencies and percentages. SPSS version 25 was used to analyze the quantitative data. Qualitative data was analyzed using content analysis and presented in prose form. The study also analyzed the data using inferential statistics which include correlation and regression analysis. The study results were presented through use of figures and tables. The study concluded that order fulfillment has a positive and significant influence on performance of Metropolitan Counties in Kenya. In addition, the study concluded that cost reduction has a positive and significant influence on performance of Metropolitan Counties in Kenya. This study recommends that county governments in Kenya should incorporate order fulfilment to facilitate service delivery. [1]
