Abstract

Strategic leadership plays a pivotal role in the effective implementation of strategy and achievement of institutional goals, especially within complex public sector organizations. This study examined the influence of strategic leadership on the performance of agencies under the National Council on the Administration of Justice (NCAJ) in Kenya. The research was motivated by persistent challenges within the justice system, including poor inter-agency coordination, delays in case resolution, and limited responsiveness to stakeholder needs—despite the existence of strategic plans. Using a descriptive correlational survey design, the study collected data from 164 respondents drawn from 36 institutions affiliated with NCAJ, comprising both state and non-state actors. Strategic leadership was assessed in terms of visionary leadership, employee empowerment, and leader agility. The findings revealed a statistically significant positive relationship between strategic leadership and organizational performance, demonstrating that effective leadership practices contribute to improved service delivery, responsiveness, and institutional accountability. The study further established that the regulatory environment moderately influences this relationship. Based on these findings, the study recommends enhancing visionary leadership, promoting inclusive decision-making, and strengthening leadership development programs across NCAJ agencies to foster adaptive governance and improved justice sector outcomes.
